Think that is the source of the big disconnect here. This isn't a side-story type of expansion---it is continuing the story. It just makes sense that new people would need to start at the beginning and work through it. Heavensward isn't a sort of stand-alone component--it builds off everything that came before it...so you need to do what came first before you start it.
