Possible, though that doesn't exactly make for a compelling justification for the genocide of an entire civilization. More so when you consider Nidhogg is well over 1,000 years old and, even if things had been rosy, Shiva would have died of old age long ago. Although dying a martyr means she gets to be an immortal Primal...

It's not just lesser dragons that are following his will, either. Midgardsormr is, and Midgardsormr is even "forcing" all dragons to answer the call now, not just Nidhoggs brood... There would have to be a damned good reason all this... So far it just looks like Nidhogg misses depth perception, though... Given the Eye seems to hold some power, I really don't blame Ishgard for holding onto it, either... It's like if you took a muggers weapon away, and then they threaten to kill you if you don't give it back... Hell no you're not going to give it back, they'd just be able to kill you all the more easily...

However we're unsure why the Garleans were there in the first place since they hate primals/eikons so it doesn't make sense for them to want to unseal the aether.
Exactly, his actions make even less sense if that gets confirmation (I think it's just a popular theory at the moment?), and he has the gall to claim to test us? He basically turned Mor Dhona into a barren wasteland, I'm no expert but I don't think that is what the title "Guardian" entails... He has a lot of explaining to do, but instead he is being all pompous and condescending... He's perhaps one of my least favorite characters currently, as a result.

Certainly looking forward to all the plot details in Heavensward though, so many questions to be answered~
