I'd say Samurai, Geomancer, Dancer and some hybrid form of Red/Rune. Although I'm surprised Geomancer wasn't added already. However, Tactics and either the second or third FF titles might be a better selection to look at for possible or most likely job that could be added in some form or another.

It has in some past and side titles. I think it was in one of the tactics series you could unlock a dual wield trait and attach it to a Samurai. Then equip a second katana to put it on full offence. I'm almost certain FF2 (or was it FF3, Its the one where a character can equip two shields) could do this also but I haven't played it long enough to see if samurai was in it.

We're not talking about using cross-class abilities to get the ability to be a samurai that dual wields, because if that was the case nearly EVERY game with a job system would count.
We're talking about abilities native to the samurai job/class.
    Let's break it down:
FF3: EVERYONE could dual wield, and Samurai weren't in the game anyway.
FF4: The only dual wielders were the Monk and the Ninja...just like this game.
FF5: No abilities related to dual wielding
FF6: Cyan's primary weapons are katana, which have "two-hand" capability. He can dual wield with the Genji Glove, but it's not an ability native to him.
FF7-9 didn't technically have a Samurai job present, though if you want to get technical Sephiroth WAS briefly playable in 7, and Squall and Steiner's stances are similar to some kendo stances. Dual wielding just plain isn't a thing in any of these games, though, unless you stretch the definition to include Zell and Kiros.
FF10: Auron, even with a supposedly injured arm, will use it whenever he swings. Does not dual wield.
FF11: As I mentioned, SAM's traits all benefit two-handed weaponry to the point that jobs that use single handed weapons or dual wield basically gain little from subbing it.
FF12 international: No dual wielding traits here either for the "Samurai" build.
FFTactics: The samurai actually gets a specific ability for wielding single weapons with two hands, an ability native to them only. They CAN dual wield...but again so can any job that takes the ability from Ninja. Unless your stats are capped and you somehow have two of the best katana available, you're usually better off using the two-hand ability. Monks and Ninja are both better with dual wield.
FFTactics A2: Still no native dual wield here for samurai (or rather, "Parivir")
Bravely Default: Samurai (or rather, Swordsman) does not get any benefits from dual wielding, and just like XI, Tactics, and V, must rely on Ninja to get anything but a penalty from doing it.

In short, Samurai only dual wield in Final Fantasy games when it's an ability borrowed from another job through that game's systems, or an ability native to ALL jobs that they get no special benefits for doing. The exception being Bravely Default where BOTH cases are true.
And since our weapon systems are more akin to FF7-10 than they are for Tactics and XI, I wouldn't expect ANY class that doesn't natively dual wield (basically just Monk and Ninja at this time) to EVER dual wield.

FF2 had them as dragon riders, but technically...we already are.
FF3 had no dragons following them around
Kain Highwind, who had many things (including angst) but no pet wyvern. He had a pet dragon he took care of at one point, but it doesn't show up in the game.
He, in turn, inspired CID Highwind, who was also wyvernless (unless you count his plane and airship...i guess)
Preceding them was the Dragoon class in 5, which had no wyvern.
FF9 had Freya, no wyvern for her.
Kimahri from X was also suspiciously dragon-less.
Fang rode around on Bahamut, but I wouldn't call it a "wyvern" so much as an "airplane."

And yeah, Dragoons in this setting KILL dragons, not get buddy-buddy with em.

Good, dual wielding as a concept is drastically over done in MMO's anyway. There needs to be some love for the single one handed weapon fighting style with no offhand. I also think another two handed weapon class is a good idea and going by what we have so far, the only choices left is two handed katana or two handed maces.

I'd LOVE a class that wields 2 handed hammers.

Dual-wielding axes would be cooler, that is why I want to see Berserker at some time .

The only class that I know of in Final Fantasy history was the Viking from Final Fantasy 3, it also happened to have a provoke move in the DS remake of Final Fantasy 3. Pondering that more, the thought of a viking running around Eorzea smashing things with a two handed hammer fills me with glee.

Ah. Thanks for clearing that up.

Wait... Wasn't Dragoon's Wyvern in FFXI originally their two hour ability before they made it a 20 min pet job due to their need for the added damage in XI?

Yes, but it was also unlike every other dragoon we'd seen so far in the franchise. Dragoon having a pet was the exception, not the rule.
