I cringe a little any time I see someone who clearly needs the gear for a substantial upgrade loses it to a Need roll by someone already decked out. This happens to new players in dungeons by level 50s who want the Grand Company seals from armor turn-ins, and it happens to people at 50 who need gear upgrades for higher item level / stat upgrades for progression by people already decked out.

I understand that you can't really enforce it, there are lower iLevel items that are better than higher iLevel items, and being able to pick up stuff you don't necessarily "need" incentivizes doing trivial content, but it's still kind of discouraging for players when the piece they actually need for character progression is swiped by someone just for glamour / seals. While I don't like loot lockouts, they are fantastic about making sure gear actually falls into the hands of people who really "need" it.

The Game literally throws gear at you though and If you don't get anything from a dungeon there's a perfectly good marketboard they can buy gear from while you are leveling, and if you are 50, the game throws soldiery at you, which is enough to do 99% of the content in the game. And don't tell me they can't afford a few pieces of gear here and there, the game throws gil at you too.
