I'm not seeing your point, if your referring to possibly being able to attack a ground target and it not being able to attack you, you're dead wrong. In Aion it's designed so if you tried attacking a ground target it would either ranged attack you or fly up to you and attack, I would expect FFXIV to be the same.

yeah a crab, coeurl, monkey..... is gonna start flying

forcing all mobs to have ranged attacks would make ranged dps life miserable while leveling , blm leveling would be a pain in the rear.....

while i would to see a tonberry tossing knives or using ballons to fly (cute)....not gonna happen

Actually I just went and checked, there are also other methods ground targets could deal with flying attackers that varies from mob to mob:
1. They might ranged attack back
2. They might fly up and attack
3. They have a special attack that they only use on a flying target that nullifies flight temporarily
4. They simply run away to their out most range where they reset and regain full HP

Low lvl crabs in Aion simply run away
