How about just not allowing anyone with the new leaf symbol to send friends requests but they can still receive them?

Because after 20hrs 40hrs of logged in time that leaf disappears. They don't need to level just stand there spamming shouts/says/tells.

oops you're right its 40:

Its 40 hours of play time, then it goes away.

The online status New Adventurer has been added.
Players whose total play time is less than 40 hours will be set to New Adventurer automatically. To change this status, select your character from the Party Members tab of the Social interface, then select the Edit Search Info subcommand.
