I'm not sure which one, but I think an NPC in Northern Thanalan mentions how it works. I don't remember which NPC though so I could be wrong. And I think the Allagan had Magic AND Magitek at the same time simply calling the Magitek Machines or something. I know in the CT quest Cloning was mentioned as if it was a completely foreign word to Eorzeans let alone what it meant. But I guess 6 thousand years give or take would do that to information.

I'll look next time I'm around and post the NPC and it's X/Y if I find him before you do Moose.

I expect that's probably accurate; we haven't seen the name magitek on anything non-Garlean so far - even attacks by magick technology in the Coil.
