They can't use Aether? Where was this explained?

Well, they specifically can't use Magic. But since magic is the manipulation of Aether (which is also needed to boost attacks) then that could mean that they can't use aether-depended abilities as well. Which is why they were not a strong nation, but focused on farming pre-magitek

Their Tech is completely reliant on cerulium because they can't naturally manipulate Aether. We should get a citation for the ceruleum = crystals thing so I can add it to my list of forum quick-quotes, lol. I know it's somehow aetherially based, but I never got very far with citations for proving it's liquid crystals. Also, an aside that's more semantics than lore, but Allagan technology was magick teknologie. House Darnus (Garleans descended from the Allag) assisted in the resurrection of this technology, replacing the lost magicks with aether-based ceruleum mechanics. The portmanteau magitek applies literally to the former, so the Garleans might not be responsible for the name (and it might not apply strictly to the ceruleum creations); reinforced by the fact you can see the literal magick techology versions of Nero's ceruleum models in the Crystal Tower storyline (Death Claw, Iron Giant, Magitek Bit).

I'm not sure which one, but I think an NPC in Northern Thanalan mentions how it works. I don't remember which NPC though so I could be wrong. And I think the Allagan had Magic AND Magitek at the same time simply calling the Magitek Machines or something. I know in the CT quest Cloning was mentioned as if it was a completely foreign word to Eorzeans let alone what it meant. But I guess 6 thousand years give or take would do that to information.

So yeah, ceruleum is basically liquid aether extracted from crystals.
