I think this should be a case by case scenario and SE could maybe handle that name change by forcing the inactive player to rename their character when they start playing again.

And what about players that hit a rough time IRL and can't play the game for a half year or more, but really want to keep playing the game when they can afford it again. Would that be long enough to count as 'inactive' and being forced to lose their name, just because they got thrown a curve-ball?

No, I guess I also should have put that if the person is level 10 or below, and inactive for 2 years. Something obvious that is.
