Maybe they changed it due to peoples populare request to but Phantasia Potions, which was released after so I bet they were already talking about that possibility around 2.1.
(After patch 2.28, players can purchase the Fantasia from the Mog Station)

Changing eye color is a bit too drastic since that's something you can only change with contacts (unheard of on medieval times) or being reborn, so that's most likely to stay fantasia only. I think more reasonable would be changing skin color, since people get tanned and all, and even turning into the darkness side changes your skin color (succubus for example are blue ish).
Current iterations of final fantasy cannot be compared to real world eras lol. Machinist is the closest thing to steampunk we're getting.

This game isn't medieval at all. It is it's own fantasy world.

Races I can see with fantasia though and stuff like that.
As of what we know thus far of the current world's setting... there are no such things as contacts. Even Illusions seem to be limited for the most part to none of the playable races.
This actually applies to skin tones as well. While its true tans exist, FF14 has such a wide array of skin colors that a tan isn't really in the equation. One doesn't go from pale white to obsidian... or blue from a tan.
You have to understand, SE won't add just anything just because some people want it. Nearly everything they add in the game has to be explained away with some form of lore. Hence why everything is locked behind some kind of quest lol.
(Also they wouldn't want to take away from fantasia sales ;P)
