So are you going to give a penalty to people who will stop using the roulette altogether? Because I'll be honest, if SE pulled something like this? I'd not use the roulette anymore.

Punishing people isn't the best way to get them to do content. People like you who want to hold a gun to their head only make them more defiant. The best way would be to incentivize good play.

A new player bonus / increased reward for SoF is a good start. Giving a way to reset on wipe will help. Adding some kind of reward (loot) for clearing will also help.

But to try and change the penalty system to something so easily abused? No thanks.
