Let's say a new player wants to ask something a veteran, but can't. It will make the new blood not having a door to be social in the game, thus the game will start dying.

"Target Name -> Report Account + Blacklist All Characters from that Account" is a great solution. Everyone profits except RMT, and no one suffers.
And you think the current RMT situation is less likely to drive new players away? On top of driving new ones away, the RMT will also drive old players away if it continues like this.
