Yeah. Not raising the total to 5 would definitely make a lot of people think twice about ever buying any additional service. It's hard to judge the actual impact but definitely some of us will put off buying.

Even offering 5 per character wouldn't make up for it; one of the best benefits to having a 3rd retainer is that you get to sell stuff in each city. Even if 3.0 adds ishgard as a seperate market that's doable as is.
Okay, I may have missed something, but has there been ANY point to where your retainer sells his or her wares since 2.0 launched? I know in 1.0 there were tax rates per city, but those were removed, weren't they? Is there any reason to have your retainers in different cities other than for the fun of it?

Tax rates per city still exist. Two taxes are paid.
When you list something in Ul'dah for 100 gil, and someone buys it, you receive less than 100 gil, this is across-the-board tax.
Then, at the time of purchase, if the buyer was at Gridania or Limsa, the buyer pays an additional fee.
So if you look at an item listed at the same price from three different sellers based in each of the three cities, then buying from the seller that is in the same city as you are, will be cheaper. This in effect is extra profit or price advantage for the seller.
