I want to say he wasn't but I cannot pull up a source to back that claim. But not all Garleans Legatus are pure Garlean, you can win a spot by show of a feat (ie: taking over 5 city-states was Giaus's)
I'm sure that given the reputation that Gaius had before his 3 consecutive fails on Eorzea. Is more logic to think that he was/is a pure blood Garlean. OHH wait a sec Gaius didnt had a relation with Cid's family, I mean he knew his father, he knew Cid since he was a boy, right? Then he has to be a pure blood garlean, there is no doubt.
I started digging and couldn't find any true information on if he was or not but I came across this:

It seems from this thread that all pure garleans are white, blonde hair blue eyed, including that new non-ishgardian woman it seems. Considering that the garlean's indoctrinated a LOT of people in their initial expansion it isn't hard to imagine Gaius not being a pure blood especially considering he himself employed non pure blooded garleans with Rhitahtyn Sas Arvina being a roegadyn. He also doesn't seem to massively ally himself with Garlean ideal's (opposed to the bahamut awakening in 1.0) As far as I was also aware he attacked the alliance in 2.0 of his own doing and not with the backing of the garlean empire also, this would increase the chances of him being independent (non garlean) all along. Finally he is a master of subterfuge and managed to create a civil war inside Ala Mhigo so maybe he could just have a really good makeup artist!

It was a big a todo when gaius gave rhitahtyn his rank. So it follows that gaius is pure bog standard garlean. Otherwise it wouldn't have been as much a thing in the army since two non garleans were leading them.
In other words, the rank and file would have gotten more used to the idea of non garleans in high positions, gaius's reaction to rhitahtyn's death (thinking he got screwed by the soldiers first) suggests that wasn't the case.

I hope the MSQ involves us freeing Raubahn from prison (maybe a new dungeon), then the final fight of the MSQ will be Raubahn and our character vs Ilberd and Lolorito. No parties, just the 4 of us kicking all kinds of butt. I think that will hold more weight than 8 people fighting one or both.
There are 56 pages of this thread and while I've read...a great deal of Anonymoose's thread (Revelations from Patch 2.55), I do not have the energy to read through 56 pages right now, just to see if anyone has posted the images I am about to post. That disclaimer aside, if you haven't seen them in a while, prepare to be salty with anger.
Emphasis on "My own arm".
This is after the instance battle with Roaille in the quest The Reason Roaille (Patch 2.4). I couldn't actually find the cutscene in the journal at the inn, but I found it on youtube.
Interestingly enough that its obviously (now) foreshadowing to the Raubahn losing his arm, it could also have a double meaning.
To lose one's arm might be referencing him "cutting" the link that would tie him to the Garleans by getting rid of that lady spy, as it could be meaning a metaphorical "arm".
I like the theory of Raubahn being the go-to guy for Dark Knights. It'd be even more interesting if Ilberd were involved in the Dark Knight storyline.

Damn I just finished the story today and I must say it was very epic. Loved every bit of it. I think the game should promptly be renamed "FFXIV: A realm in cahoots".
