Through subterfuge Gaius turned the populace of Ala Mhigo against their king and struck when the defenses of the city state began to crumble at the prospect of civil war, allowing him to capture the city with minimal bloodshed. Gaius earned renown among Eorzea due to his abilities as a commander and his sensibilities as governing administrator by ruling the conquered stronghold as an Imperial Viceroy.
You say it could not be him because himself and Raubahn knew each other. So, you don't think he could of caused the citizens to go against their king as Ilberd? He could of kept the secret beyond his conquest of Ala Mhigo. They only mention they were war buddies. Ul'Dah is similar that the sultana was assassinated, causing the syndicate to take over, likely leading to chaos and rebellion within Ul'Dah. When it is at a weakened state of internal affairs and their guard is taken down to outsiders, then Gaius would take that opportunity to seize it while also causing minimal bloodshed in the process.
It is only a theory, I just think the case is stronger because both Ilberd and Gaius are voiced by Richard Epcar and even sound the same in cutscenes. Also the fact that Gaius is confirmed a Highlander himself and we have never seen him without his helmet.
I guess we will just find out in June, right?
