    The presence of RMT is entirely the fault of the people who buy from them. Just as it is SE's responsibility to mitigate them, it is OUR responsibility to not go to their websites, as well as spread education about the problem. The buyers are just as much at fault as the sellers.
    The difference may be caused by fewer people buying gil on JP servers or it may be caused by a difference in how to market to those servers or a difference in enforcement on those servers or (most likely) a mix of all three. The gil sellers are definitely, absolutely operating on JP servers (google says so), but the market is probably weaker, the enforcement more aggressive, and the method used to reach your customer base is different.

    Your point is 100% correct. If people weren't buying, they wouldn't be spamming us on NA/EU. They're doing it because it works.

    The culture is different too.
    I learned a long time ago from FFXI that JP players don't use public channels even half as much as NA players, and as you said it appears on google.
    There's also something else a little...unique...about Japanese players. Namely, credit cards aren't nearly as common as they are in the NA, and poaching one isn't nearly as valuable as poaching an American one, as they often have restrictions that sometimes just plain defy logic.
    Japan is a country the size of california with at least one bank in each and every prefecture, many of which don't work with one another and barely ANY work outside the country. Since most Japanese stores don't take credit cards at all, a japanese card holder will notice very quickly if they have an unusual charge.
    Since NA/EU players are willing to pay to get ahead, are far more talkative, much more loose with their digital information, and "removed" from the game's developers by the language barrier, it creates the perfect cesspool environment for scammers and spammers.
