Flying mounts destroy all MMO's, because now there are no monsters to pwn you with. At least Mabinogi had flying monsters over the hot springs (that in itself was a game you needed to shoot them from air balloons with)
My preference would be somewhere along the line of:
Personal "Wings" (eg Angel/Fairy (large white feathers or Butterfly-like,) Bird/Cherub (Small white/pink/blue feathers), Bat/Demon/Dragon/Moogle (Leathery, different positions/colors), which are only practical for short distances, and act more like a parachute/glider), but if hit or stunned you fall out of the sky. Such wings would let you still cast magic using a wand but not a staff.
Mounted flying pet - eg Dragon, Griffon, Brooms/Staves, Clouds, Pegasus, Jetpacks, which have more mobility, but can't cast magic from them.
Airship - Preferable if large airships could only be built and piloted by FC's (Think back to FF6,) small airships must still be crafted by the player or maybe discovered a la Relic Quest. Combat would be possible on either but the small personal airship will just drift if you enter combat. Maybe large airships could be built with cannons.
This ventures into "flying as a skill" instead of a mount.
I think a "self" flying wouldn't be like wings or a mount, so I don't think that would work. A "hover" skill that gives the same effect as BRD's swiftsong may make sense for MNK. SCH/SMN/ACN could probably have "flying" as a pet, where the pet just forms wings and they can continue to do everything they would normally do, just they would lack any combat assistance from it. WHM/BLM could be able to literately ride a staff if they are using one, or "hover" ... WHM already does it when casting Holy. MCH likewise could have a support machine that does hover. The Bard's most logical one is a cloud or wings that come from a song (but may have morbid implications.) This largely leaves the Melees and Tanks without a skill option that would make sense in the context of the world. All of these "hover/fly" options would use MP or TP the same as Sprint, and would mainly be an alternative to using Sprint, except it gives the ability to "fly short distances/fall without taking damage."
