Except that the new people aren't using the roulette. They're queuing for that specific dungeon. You know, to finish their story.

DF = player roulette =/= duty roulette. You get fast access to the dungeon BECAUSE repeat players are joining in DF, don't kid yourself thinking otherwise.

The roulette that is 'random players joining' will always determine who is part of the majority, and ultimately what vote decides how the party will progress.
