The thing is people don't like the responsibility of Tanking because you're basically the party leader. You're the first into the fire if everything's going right. And you're the first to be blamed if things go wrong (even if it's objectively not your fault). The playerbase needs some fixing if people are going to be okay with the idea of tanking for random people who could turn out to be massive jerks.

Just the other day I ran duty roulette as Marauder (working on getting it to 50 so I have both tanks) and ran into a group that didn't kick me, but as I was trying to ask what they wanted from the dungeon run, the response I got was literally "I want you to stfu and tank". Mind you, I kept going because I got that they wanted a full clear, which was what I was interested in doing, but if I wasn't currently running FCoB and wasn't seriously experienced Tanking, I would've just left and never touched a tank class again. I've built up a thick skin for that kind of unwarranted contempt.

All the in game incentive in the world won't help overcome people not wanting to deal with that vitriol.

Do other class's like Bard or Dragoon have the ability to pull and transfer the agro to the tank? I recall hunters being able to do that in WoW and it often was the hunters job to pull trash mobs and mini-bosses (and some bosses).

Not especially. I've temporarily tanked as Dragoon before when things went wrong during a run. But all that was to stay alive long enough to dust off the tank at the time and get them up. Dragoons have Elusive Jump which is a hate shred. But it's on a somewhat longer cooldown. And Bards have Quelling Strikes (as do BLMs on cross-class). But there are currently no Enmity Transfer moves that I'm aware of, so Tanks have to get in and establish hate first.

    Not really, no.

DRGs and WHMs have aggro-dump cooldowns, but they are a last resort or positioning tool (DRG) and an MP regen (WHM). There is no "trick" sort of mechanic for transferring aggro to another player.
