Have you ever heard of Andrew Jackson?Let's just say your current real world political leader snapped and killed someone in cold blood in a dinner gala and you heard about it. He was imprisoned for the crime but was sprung free from jail (either on bail or illegally). He then comes back to serve as your leader once more...would you want to elect him? You have to remember that not all the NPCs in this world are privy to all the information. Yes we speak to quite a few key NPCs who believe there is something wrong, but that is not the vast populace of Ul'dah (if it was then they wouldn't have a problem taking in more people as that place would be considered empty).


Well I have, but Raubahn murdered someone in cold blood in an area wherein drawing ones weapon is forbidden. Andrew Jackson (I am assuming you are speaking of the same Andrew Jackson who was the United States' 7th President) however, killed people who slandered his and his wife's name in duels, which was a completely different scenario.
It may not have been in cold blood, but we're still talking about a guy who was notorious for having a raging temper and proclivity for duels years and years before he was elected president.
