    Ive read this post and see that a solution was reinstall windows 7 but this was also with a pre-installed version of the game, cant even get any files to download yet.

    Have you tried just installing directx directly from Microsoft and not using the launcher that FFXIV fires off?

    What I would do:
    1) Run the installer above. (use reinstall or repair/check options if offered)
    2) Restart PC
    3) Try FFXIV install

    Need to use the offline installer for that to work (the web installer will skip some files, an issue Microsoft never addressed). The link to the runtime installer is linked in the "Additional Information" section. It's about a 95MB download that unpacks several executables that have to be run separately--they just copy all the files over and register them regardless of what you already have installed.

    The OP mentioned trying this fix already, so I'm guessing he/she already tried the offline version. If indeed the web installer was used, then the offline one should be done instead.
