From looks of it Pepitastore Inc which runs SE online store is located in California which I would guess would be available at midnight in Pacific time zone, SE stated that preorders would start on the 16th of march.

I do not know and it would probably be best to just park yourself at your comp at midnight PST and just watch over the website like a hawk.

With SE and FFXIV server time being based out of PST, that is my guess also, but I was hoping maybe I missed a piece of published information somewhere that verified for sure. I am hoping that SE announces time particulars as the day grows closer.

Well, unless something else comes up, I'll assume midnight PST and go from there
