Can you link to a source on that? My understanding was that it worked similar to MIN & BTN. You need X gathering to be able to see it, then each 3-10 gathering added you got 1% higher chance of connecting until you reached 95% at which point it caps without skill buffs.

My understanding was, the higher the Gathering, the less Fish Got Away, you would receive.
