It's apparently a bug in the PC version of the software, where it tries (and in this case fails) to adjust the time to match your local timezone. The drawing itself occurred when it was intended to. The time matched the patch notes, and matched what a lot of players' systems were showing. It's just that some other players' systems were displaying it an hour off.

Nope, according to a time converter, Chaos = 5am my time but it was drawn at 4.
