Same problem here on Phoenix, as of 35min ago. Was in a party farming Garuda hard. All was fine until we started a new instance; the screen went black as normal to load the area and the entire party could still chat, but we were all stuck in a infinite black loading screen. Closing the game fully in windows, waiting 5 minutes and re logging back into the game and then logging in with my character still brings me back to the infinite loading screen. According to another friend, who is not in the party, my character seems to be still in the howling eye. Been like the for quite awhile now.

I guess because he pays for service and there is no service. Some people took time off to play this, time = money and all.

Then that's the mistake he made, just because the server is congested doesn't mean you should feel like your entitled so some sort of refund.
You are paying for a monthly sub not a daily one.
Get over it, SE will fix the problems soon.

Same issue
I tried to enter garuda hard mode through duty finder and got a black loading screen, I restarted the game and now I'm stuck at Now Loading.
atleast I can log into other characters.
