When people refer to Direct3d outside of the API, like towards a graphics card, they are talking about a feature set. What is the capability of the graphics card? If the card is a Directs 11 class card, then the card supports compute shaders.Compute shaders were optional in 10 but are mandatory in 11.

Yeah, the hardware supports DX11 feature set, also custom extended by Sony. That does not mean it uses DirectX per se; it would need to run Windows for that, since DX is exclusive to Windows.
So, the possibility to implement the features of the DX11 PC client in the PS4 version is there, but it would indeed need yet another new version (or a major upgrade of the current one, anyway) of the client...

Some of the features that they showed off in the DX11 client also contained tessellation, the water and cobbles pretty much is tessellation, this is not a ram or cpu intensiveness feature, it is raw GPU grunt, the gpu in the PS4 isn't that powerful and tessellation is highly demanding.
Just bare in mind, that the current graphics settings on the PS4 still causes it to drop below 60 FPS as seen here.

Some settings in the environment have defo been cranked down as well for the PS4 version.
With the added shadow effects and lighting, the cpu might not cope with the extra set or to the version we saw in the preview.
Just dont get your hopes up, at least enjoy the added performance which is more important in a game like this.

actually yeah it does. the PS4 libraries include OpenGL, DirectX and Sony's own libraries for the PS4 specifically. FFXIV is using a subset of the DX9 emulation DX11 offers in the libraries on the PS4 and they did hint about the PS4 getting a DX11 client.

as for whether sony is tied to anything from microsoft. it is very likely sony and microsoft struck some sort of deal for this to happen. infact some of the parts in the xbox one may very well be sony parts. we don't know.
you should note that sometimes larger companies make deals for something popular that will help them.
take a look at AMD and Intel, x86-64 is the 64 bit arcitecture that won out and it was not Intel who made it but Intel uses it. and now Intel and AMD share their subsets with eachother.
so given that knowledge it is entirely possible Microsoft and Sony struck a deal and that will help both companies. or maybe Microsoft is using something that is property of Sony and rather than being sued made Sony an offer. big corporations will always accept a good deal over a lengthy battle in the court room

DX11 on PC do we have to redownload the game?
edit: Also ps4 doesnt use direct x. It uses opengl. They said 11.2 and opengl 4.4 feature set are the same thing.

we will have to redownload yes. they suggested testing with the benchmark first to see how your system does with it and deciding if you get a performance boost or not along with the pretty graphics improvements. some DX11 capable systems will not fair well while others will shine.
