I don't recall Ferne saying she was using magic, just that she was presenting herself to look older. Kan-E has always looked very young to me, around 13ish. She is about a head shorter than my Miqote not counting her horns. Her clothing/hairstyle, manner and speech patterns, however, are much more mature and are therefore giving her the impression of being older.
