time management is my reasoning. Spend time putting things in the game that everyone will experience and enjoy instead of little things that a few people will do and then forget about. If they cloned this and had it happening lets say every hour at a diff camp around the world -THAT- would be a good idea. But occuring once every day or 2 is essentially pointless.

Ever think that it could EQUALLY be as enjoyable for a player to come across a truly random event?
One that not EVERYONE sees?

Rewarding a player for being in the right place at the right time?
