It's probably because of peoples alts the reason why Balmung is on 24/7 lockdown to begin with...
I couldn't get into Balmung for a month until I just up and transferred my character there, if you're really pressing for an alt...
Cough up $18 to move her there.
Not fair for new people who have friends in this server who want to be here because people who are already here constantly make new characters.
This is if it's the case, otherwise yea.

People already on Balmung can't create new characters when the server is locked either, and for that matter server locks are caused by the amount of people logging into the server not the amount of characters on it.

What sense does it make for people to transfer no problem then?
The whole lock out makes no sense then. I transferred during lock-out.
You either wait for a lull right before 3.0 or cough up the dough.

You would have to ask SE, all I can say is I'm just as locked out as everyone else at the moment.

All traffic is considered as part of the decision. If there are tons of people currently logged in then yes it has a problem. It's not solely based on the current volume of people simply logging in.
