Might be even worse. I actually see an increased number of Dragoons using Heavy Thrust these days.

That's the start of the rotation why wouldn't a DRG do Heavy thrust it gives a 15% increase in damage. DRG are supposed to keep the HT up to maximize damage. I'm confused by your comment.
