Both pirate captains don't really have much story in ARR, but they were a fair part of the initial 1.0 Limsa Story and as such they are established characters in Limsa.

Papashan is in part of the early story quests in ARR, though I can't recall if it's particular to players starting in Uldah or if it was a quest available for everyone. Being that I remember him and I started in Limsa, I think it was something everyone could experience.

If you blasted through quests and cutscenes then you likely missed his importance, but yeah, he's actually pretty important in Uldah.

He's a central figure to the MSQ if you start in Ul'dah. ^^

Hmm, that might be it. I did the some of the closed beta with an Uldah character so I didn't spoil the Limsa story for when Open Beta started. Though I believe he also has a side quest anyone can do, where he gives you food to deliver to his underlings that are stationed at posts.
