It would be great if each job got unique armor every time there was new content, but the developer's resources are limited and doing this would require a lot of extra work every patch. It's like if you have a favorite author that puts out a book every year. Would it be awesome if they put out a book every six months instead? Sure it would! But there's literally only so much they can do without sacrificing quality.

You know what. If they are running out of ideas, maybe they should reach out to us. We have so many talented people that can create outfits or maybe have some ideas. I don't know, maybe for 2 year anniversary they could host contest where people can design some glamour gear that is questable/crafted(if crafted, it should be easy to do for everyone).

Here's something that Neil Gaiman said that I've always appreciated about this sort of thing:

Every published writer has had it - the people who come up to you and tell you that they've Got An Idea. And boy, is it a Doozy. It's such a Doozy that they want to Cut You In On It. The proposal is always the same - they'll tell you the Idea (the hard bit), you write it down and turn it into a novel (the easy bit), the two of you can split the money fifty-fifty

I'm reasonably gracious with these people. I tell them, truly, that I have far too many ideas for things as it is, and far too little time. And I wish them the best of luck.

The Ideas aren't the hard bit. They're a small component of the whole.
Obviously, he was discussing writing in particular, but the principle is the same for any sort of creative work. The ideas are the easy part. I can promise you the developers at SE have more than enough awesome ideas.
