Like wise though, even though he will act as counsel and guidance, Midgaurdsormir will NOT directly intervene on our behalf should we get in a jam. He wants us to prove ourselves "Worthy" or Hydalyn's blessing by being able to prove we can accomplish our destiny with out it.
Seems he views our victory over the Ultima Weapon as only being possible because of Hydaelyn acting as a crutch and throwing us a handicap. So since he refuses to "Codel" us he's demanding that we "Grow Up" so to speak and learn to rely on out own power first and not need to burden the Mother Crystal during her waning strength with trivialities that we should (In his point of view) have no excuse to not be able to handle.
In Eorzean myth (as Erik tells), time begins with Hydaelyn creating Althyk and Nymeia, then the fount of water and magic, "Silvertear" and the great dragon Midgardsormr to serve as its warden. Despite being the ancestor of the Dravanian horde, Midgardsormr is first and foremost a servant of Hydaelyn and the Twelve and defender of the realm - as evidenced by his interference in the Garlean invasion of Mor Dhona despite himself being long-dormant and Dravania being at no immediate threat. I would go so far as to suggest that Midgardsormr is in fact the very first Warrior of Light. So that ought to detail the covenant that you mention, if you want me to expand on this I start talking about it at about 1:30 here:
