If you take all four languages worth of Midgardsormr's dialogue into account, a lot of it comes together.
It's possible that her protecting of the one with the Blessing of Light has weakened her too much to reach out to any one with the Echo.

Who shows such irreverence as to enter my resting place and disturb my slumber?
You are (ignorant / forgetful) to not know me, I am the (lord / first / genesis) of dragons.
You possess the Echo, but it is not your salvation.
Is it by Her will that we have met? ... What is it that has led you to me?
A star? Yes, it burns bright, my kind rallies to the call.
Ishgard will burn. They remember not fear or the crimes that have been committed.
The sons have inherited their father's sins, and with their deaths will their crimes be avenged.
We will never forget, we will never forgive, we will not allow their sins to be repeated.
One of my seven children sings for justice. That the advance will halt is but false hope.
I rouse only to respond and join in the song.
Man repents not his sins against us. The earth will be scorched and they will be undone. This is your last hour.
---- Attack is deflected by Hydaelyn's protection ----
What trickery is this?! That light! This is Your chosen!?
You give this vulgar being powers beyond the Echo, and beyond what it deserves! And you would wish for me to aid them?
If this be your wish, I must accept it. Fear not, mortal...
---- The crystals of light are darkened ----
By my claw has been sealed the blessing of light.
But I will not harm you, the threat of that comes from elsewhere.
At the beginning, Hydaelyn gave me shelter and light.
You, who are young and weak, have long enjoyed Her grace, but no more.
---- Midgardsormr creates a small dragon ----
This is my incarnation, a piece of my soul. I send it with you, as we are now bound.
It's eyes are my eyes, its ears are my ears. Let us see what you do without the protection of light.
Will this trial lead to war's end? Are you more than just a porter of borrowed power?
Can you overcome the mark I've laid upon you with your own strength? Man has ever coveted that just beyond his reach.
I drink of this land's aether and by Her grace am I gradually restored.
When this incarnation is whole, the loyal and penitent shall rejoice.
The song of my children covers the whole of the sky and heralds both beginning and end.

Reading your compilation gives me a thought: what if, by stripping us of Hydaelyn's Blessing, he's helping her to recover? She's been growing weaker and weaker throughout the main scenario, and it's not too much of a leap to assume that she's been depleting what little power she has left defending both the Warrior of Light and the Scions from the Ascians. Midgardsormr admits that Hydaelyn was the one who gave him life and strength, so what if he's returning the favor? To me, at least, his dialogue can be interpreted as "Hydaelyn gave me life, and She now dies by helping you. I shall shoulder Her burden, but I will not coddle you as She has. Prove to me that you are worthy of Her Blessing."

I actually thought this with the original text, talking about a covenant. It's like they had a deal a long time ago. So I had thought that he was easing her burden and became our prprotector instead.

Like wise though, even though he will act as counsel and guidance, Midgaurdsormir will NOT directly intervene on our behalf should we get in a jam. He wants us to prove ourselves "Worthy" or Hydalyn's blessing by being able to prove we can accomplish our destiny with out it.
Seems he views our victory over the Ultima Weapon as only being possible because of Hydaelyn acting as a crutch and throwing us a handicap. So since he refuses to "Codel" us he's demanding that we "Grow Up" so to speak and learn to rely on out own power first and not need to burden the Mother Crystal during her waning strength with trivialities that we should (In his point of view) have no excuse to not be able to handle.
In Eorzean myth (as Erik tells), time begins with Hydaelyn creating Althyk and Nymeia, then the fount of water and magic, "Silvertear" and the great dragon Midgardsormr to serve as its warden. Despite being the ancestor of the Dravanian horde, Midgardsormr is first and foremost a servant of Hydaelyn and the Twelve and defender of the realm - as evidenced by his interference in the Garlean invasion of Mor Dhona despite himself being long-dormant and Dravania being at no immediate threat. I would go so far as to suggest that Midgardsormr is in fact the very first Warrior of Light. So that ought to detail the covenant that you mention, if you want me to expand on this I start talking about it at about 1:30 here:
