Although if you were aiming to be really good in your DPS, I'd find it hard to believe you can do so without the assistance of a parser. So I guess anyone who's trying to be the best of their class in DPS, it would be mandatory which is probably factually true.
I'd say anyone who's aiming to be good at their DD job has at least checked someone who uses parser how their DPS is. Otherwise they would have no idea.
Most of the content in this game does not require BiS, does not require perfect rotations and does not require anything more than generic levels of DPS. It only really comes into play during some EX trials and some higher end raids where DPS checks plays bigger part. Now maybe because you live in that bubble of farming such EX and raid content that you have become blind to the what is outside that bubble but if they add a personal DPS checking target dummy (which only that player can see their DPS and of which cannot see anyone else's to avoid much of the harassment that goes with party wide parsers) it should be OPTIONAL and not mandatory to use that feature.

Yes, let's embrace mediocrity. Excellence is a sin! Most of the content in this game does not require BiS, does not require perfect rotations and does not require anything more than generic levels of DPS. It only really comes into play during some EX trials and some higher end raids where DPS checks plays bigger part. Now maybe because you live in that bubble of farming such EX and raid content that you have become blind to the what is outside that bubble but if they add a personal DPS checking target dummy (which only that player can see their DPS and of which cannot see anyone else's to avoid much of the harassment that goes with party wide parsers) it should be OPTIONAL and not mandatory.
Rather play a game where the developers allow players to enjoy the game how they wish to do so within some basic guidelines such as rules to stop harassment, cheating and such than play one that follows your tyrannical dictatorship stepping on anyone who plays differently to yourself and forcing them into a single play style, your desired play style via mandatory DPS checks on everyone, even those who do not care for the small amount of content in this game that would even require such DPS checks.
Thank god your not in charge of design decisions in this game. If you were in charge of design decisions for this game, it would crash and die off much like Wildstar. The hardcore raiders like yourself are a microscopic fraction of this player base and as such the amount of content for that minority is also smaller, to try and enforce your hardcore and extreme views onto everyone else would be the death of this game as it has been with other MMO's.
If a DPS check target dummy was put into the game in which can only see your own DPS to avoid harassment it should be optional and not mandatory, the amount of content that would even come close to requiring use of such in a mandatory way is very tiny comparatively to the amount of content in this game in general and the fraction of the player base who hold hardcore and extreme views similar to your own being also very tiny minority of the overall player base.
Forcing mandatory use by the tiny minority onto the majority of players is not the best way forward, forcing the use because of the tiny amount of content that would make use of it is also not the right way to do things compared to the majority of content which is does not. If you cannot see that then I advise you broaden your mind and come out of your bubble.

That's reality though. You don't need to be perfect to progress, not as it pertains to personal DPS at any rate. So the argument that parsing should be mandatory for dps(and let's be honest, it isn't mandatory to parse in order to be great as a DD), is already flawed because it's not necessary.
If it's completely arbitrary, it's certainly not necessary, and should never become mandatory.
The point being made is "It should be completely optional, only available outside of encounters, and a completely solo affair".
You can't complain about that. You get what you want, and only people who wish to be parsed will be parsed.
You all may not be self aware, but it appears this game's director knows exactly the kind of people some of you are. Which is why the only possibility he left open was what has been outlined already, a personal parsing dummy.
After all, if what you're REALLY concerned about is being excellent, you have absolutely no need to parse others.
But again, let's be honest, that's not what you want it for.
You'd honestly think no one cleared anything prior to illegal parsers being used, but they did. They most certainly did.

Having damage parsed (perhaps by someone else) is mandatory to be a top dps - because if you don't, you have no way of telling how good you're doing. There are zero top tier dps who have not benefited from a parser. Also no, parsers have been available from pretty much game launch, and most certainly before groups were clearing T4, which had the first real dps check.
Yoshi-P does know his audience, and he knows there are plenty of crybabies who would be pretty upset when they find out that they are, in fact, bad at their job and would be getting kicked for now obviously holding a group back. And instead of getting better, they would just quit the game and go play something more friendly, like Farmville. Though I think the devs were surprised to learn how bad some players are, given how hard they had to nerf SCoB.

This quote alone makes the case against party-wide parsers. We know good and well people like you will litter the elitist forums with the parses of players you and your kind deem "subpar" (You guys did it in FFXI. What makes you think you won't do any different here?).Yoshi-P does know his audience, and he knows there are plenty of crybabies who would be pretty upset when they find out that they are, in fact, bad at their job and would be getting kicked for now obviously holding a group back.
