    That would actually make a surprising amount of sense. The reason we don't get Ishgard housing right away? The section of land we get to use as an HQ for adventuring out into Dravania is too undeveloped at the start, and the base has to be built up over the patches before we can add a Residential District to it.

    The main question I have on the subject of starting areas is: where are the new jobs supposed to level up? Where will the first two Hunting Log pages be at? Which starting area will the level 1 Dark Knight quest ask us to kill ladybugs and rats? So then, if not in a new zone near Ishgard, where will the new classes level up?

    Um, World of Warcraft has, over time, introduced new "starter cities" how many times? And they only "rebooted" the story once, with Cataclysm. There is absolutely no reason why they couldn't have a character start in Ishgard with the story being pre-3.0, and having them be sent out to join the Scions or otherwise excommunicated so that their story could connect with the existing main story. That would only require a relatively small amount of work, and it doesn't have to break existing lore at all. It really only needs 20 levels worth of content, about.

    While there won't be a New 'Starter" city, I think there will be new City-states, that SE just hasn't announced yet.

    Technically Ishgard is a City-State.

    FFXIV 3.0 will be as big or a little bigger than 2.0. So there should be at least 1 new City-state outside of Ishgard.

    Considering it's as big as the current area of the game which covers 50 levels worth of content, it could certainly have sections that are low level, even though the majority wouldn't be.

    But then how are they going to leave the region when they have to get to other places to do the 2.0 quests? It'd be silly to lock players in Corethas until they can level up enough to get to the higher level areas

    I'm willing to bet the first new City-State will become Mor Dhona and the Crystal Braves. We have already seen their GC outfits.

    Not quite sure what you're referring to here. Nobody would be locked anywhere once the regional storylines merge at around level 15. When you need to do content in other areas, you go to those areas. At most players might be locked near where they started for the first 15 levels or so, just as those starting in Limsa are locked into the La Noscean island (and everyone else locked off of it) until level 15. Or it may be like Gridania and Ul'dah, where you can go between them at any time, but don't have much reason to until 15.

    the New jobs may start at level 30, thus being Jobs vs classes.
