Question for the Devs; will Heavensward include a new STARTER City-State?

Jump to 43:30, and they going into a bit more detail, saying that as soon as you boot up Heavensward, you'll be able to play Dark Knight from the very beginning, although followed by the statement "Maybe". To me, that *DEFINITELY* implies it will be a character-creation Job. To me, the only question that leaves is, will they be shoehorned into an existing City-State, or will they start someplace new? I'm definitely hoping for the latter, but neither is more likely than the other. At this point, we simply don't know much of anything for certain.

Also, as said; they could totally introduce you to the Scions in a similar fashion in Ishgard. Thancred already shows up in multiple places anyways, and given what we know about him, a brief excursion into Ishgard makes a whole lot of sense, anyways.

Regardless, whatever the Devs decided, it's obviously far too late to be suggesting anything that big one way or the other. It'd just be nice to get an official statement, so that we can sort of plan whether we want to wait for Heavensward, or level up new characters now, rather than later.
