Let me counter this with "if you want to raid so bad, why don't you get a server for something you know the majority of raiders use?" You must not like raiding. Just because you don't like it doesn't mean no one else will expect it. As a leader, you should consider this.
If I recall, WoW added a voice chat system that utterly failed. I would expect they'd need more servers to host personalized chats, and then people will complain about how it should be used for housing.
I can't use VOIP while I'm raiding or my focus on the mechanics and fight are shot to hell. I immediately lose concentration when people talk to me in real life or on a mic. I sorta tunnel vision on the arena, listen to sound effects and pay attention to the content at hand and this is how I play my best. I'm usually the person not in VOIP for this reason. Not a lot of people respect my play style since the assumption is that VOIP is the godsend that makes everything a win and if you don't use it you suck. Nah... I learn my fights religiously and pay extremely close attention to what's going on and what I'm doing. I gotta shut off any outside distraction to do so it's just how I am.
A 24 man raid with voice chat. Surely nothing will go wrong there.
WoW has voice chat, it failed hard. Yes. Why?
It's a PC only game.
This game has players from 3 platforms all on the same servers.
In WoW, if someone says to download vent, you have no reason not to because you're on PC.
What about here in FFXIV, though?

"Download it on your phone"
Ok. Let's be realistic. Most people nowadays have a smartphone that is capable of using vent/mumble.
But why should we have to resort to using a PHONE to play our game on the PS4/PS3?
Who needs voice comms for T10? (Rhetorical question) It's easy and really fun. You were probably better off without those players that left, if they needed to be talked through it and can't just pay attention.
As others have mentioned, Producer Yoshisa already posted about this at length, and the short answer is no comms but feel free to use your own.
OMG yes use raidcall. It's free. Theres also other free chat programs.
If pugs want voice chat, tell them to download a FREE program that takes literally under a minute to install and use, or gtfo
The simple reason is that some people function better when they're receiving auditory instructions as opposed to visual instructions.
That said it can have the opposite effect where your well oiled raid group botches a fight because the guy who calls stuff has the flu.
But that's just a reason why people use it. Some people also just dislike typing in general.
I remember the days before voice chat programs were practical too, and I still carry a lot of habits from then (such as have an almost instinctual knowledge of the chat system's character limit and maliciously abusing it).
I also have experience with integrated voice programs in games like EQ1, EQ2, etc. They turned out to be more trouble than they were worth because of bugs, glitches, quality issues, and just overall taxing the game client more than necessary. Not to mention a lot of them were just plain unreliable compared to...well, every external voice chat program on the market. So you'd have situations where people would still use TS, vent, etc. in a game with integrated voice chat.
And there's one big reason I can sum up with a pair of quotes: "My client crashed. Logging back in." and "Must be his internet/computer. He DCd from TS too."
Get the TS server installer from the teamspeak site. Install it on your linux box, port forward a single port on your firewall and there! A free TS server for your friends and the raid. Been there, done that. It is not that hard and it works.
To be honest I do better when I'm not in voice chat. Not even kidding I am more focused and on the ball with things in a silent environment than I am with people all talking at once or even one at a time it's distracting.
People who need voice chat are those who can't focus on everything at once. They need that help and it's fine but I need silence to do my best work so... stop asking me to get into chat. >.<
