This is not just about the people who are at the top of their game for relics, you also have to consider the people who are still struggling with their relics (or are on their 2nd one or more). If they didn't finish their relics on time, tough luck for them since relics won't matter in 3.0? Won't be many happy players if they're told to suck it up and ditch their relics.
keeping a weapon involving such a long quest time for too much of a time relevant, will kill the game for any new or returning player instantly, especially if the weapon is the top weapon every 1-2 months. You will run into a desaster of RELIC or bust community. This has happened in FFXI and will decline the playerbase overall much greater overtime then a fresh reset with an expansion and letting the weapon die off and just offer a special glamour or mount.

Was i pissed when all my relic/mythics/empyrean weapons became obsolete with the release on Seekers of Adoulin on 11? a bit yes, but replacement was there with new weapons. Was i happy when they forcefully introduced new upgrades to all this weapons when teh people whined and bitched about it in 11? yes. Was the result of this good for the game? No, because newer players are basicly just left into the dust without grinding away 1 year + for a weapon. Was I affected by it in FF11? at first not, but when you lack later on people because they leave due to that reason... well yeah good luck finding people to do stuff then.

The same will happen here if you dont let those weapon die or degrade them to 3. tier weapons.
