Ok let's see the different spell animations for the ACN and the two jobs :

Old 1.0 system I think, if they could, they would get rid of the shields imo, too much issues for upgrading them and such.This is honestly an issue... I really don't get why they ended up doing this... Having a second item to equip in offhand is great for itemization, yet only Paladin gets that. They should be consistent; either every Job gets one weapon, or every Job gets two. There is no reason they couldn't put shield stats on swords and bundle the two in one item. In fact, given the chief reasoning they give whenever people ask for more inventory space and the like, they probably should. It would save space that could be better used for a better Glamour system or Fishing Tackle Box...

Nothing really stopping them giving every Job a off hand tool then. Two handed weapons don't really matter all that much, Final Fantasy XI got around it with weapon straps, XIV could do exactly the same, or be more creative.
If we're to be stuck with an off hand space solely for Paladin and gather/crafters, might as well not waste it and give every Job some love.
Let's add more manditory equipment to carry around with you on an already overly filled inventory. Good idea OP!
What would be the point, there would be no differences, as there are almost no differencies between 2H WHM weapons and 1H+shield, at most you have very very little chances to block very little damages, oh and also make a lot of new animations, and I wonder how do you give off hands to MNK and NIN.Nothing really stopping them giving every Job a off hand tool then. Plus you have to adjust all the stats to current books. Remember that 2-hand weapons carry inflated stats to compensate for lack of off-hand. If you want an off-hand item for SCH, first SE would have to go back through every existing book and nerf them. Secondly they would have to implement all the different off-hands for every level. Thirdly they would have to go back and readjust all the existing animations that have the SMN/SCH use both hands (either writing in it or holding it) and refit them to work with an off-hand.
Point being, it would be a costly and very time consuming change.
How would they be able to turn the pages of their book with an off hand?
Take a look in the offhand section of you Armoury Chest and tell me how full it is... Pretty much everything on the right hand side ends up wasting a lot of those 25 spaces... Really do wonder why SE doesn't group them up to make extra space for a lot of what people have been asking for...
The point is itemization, effectively just vanity. Monk and Ninja would actually be the easiest to do, the off hand for them would just be the second weapon currently bundled with the first. Would be you could have a Yoshimitsu in one hand and Air Knife in the other, again, itemization. Bard could equip various instruments (every time I end up looking in the art book, I end up wondering what happened to the flute, lute and drum...). Mages could hold crystals in one hand or quills or whatever. Some require a lot of work, others not so much. Outside vanity though, Bard, Scholar and Summoner really could have something. Summoner and Scholar an item which boosts pet stats. Bard an item which boosts Songs. Those could effectively be no different than Paladin getting extra stats through block rate/strength.
