So it's possible that people in Eorzea might have learned some reading/writing at home, or even in a school, just not at a high enough level to be considered literate. They might be able to write letters, but wouldn't be able to distinguish among more high-level vocabulary and comprehension.
    Keep in mind their society is not like our society.

    They do not have elementary school, middle school, and high school like our society so majority of their education must be from a tutor (which is only affordable by the rich and there are very few due to these tutor must be personally trained) or self taught while some societies do have a Academy for teaching people education but is restricted to Noblility.

    I would go into details but a better understanding on how their Society works is best shown in a World History class to learn how a Monarchy, Oligarchy, Theorcracy, and Authoritarianism

    Well yeah but that's beside the point I was making.

    My point is that they've stated they're illiterate but didn't define if their version of "illiteracy" is a pure one (incapable of reading/writing at all), or if it's a "working" illiteracy, in which case it's possible that Eorzeans might have a very basic understanding of some literacy aspects. Even if it's just a once a week "school" (just a gathering place) for kids/people of all ages or something small like that.

    Well you have to understand what type of society each city state uses to get around how much education is obtained by their citizens.

    Ul'dah uses a Monarchy.

    Ishgard uses Theorcracy.

    Gridania uses a Oligarchy

    Limsa Lominsa uses a Liberal Democracy

    Then you must also take into account what is the state of their cultural development.

    With the currrent state of things Ul'dah has the least amount of people who can afford a education and they would be lucky to even get 1 lesson a month.

    Ishgard focus of education is their religion so their citizens may be getting a decent amount (maybe 1 per week) but only about their religous beliefs while higher members of their society obtains more proper education.

    Gridania has shown that they do provide education to all ages no matter their society level.

    Limsa is the unknown for now since it remains young and not much is known yet if they have set up a proper education system.
