From doing a few class quest in limsa lominsa I've noticed quite a few seawolfs with a more dark greyish sort of skintone. I remember them all being quest givers for fisher, blacksmith, and marauder.

Yeah I noticed that too, while the majority of sea wolf npcs are green there are a few that are other shades.

About Moenbryda, she uses a skintone that isn't selectable on character creation for Seawolves (but is selectable if you are highlander, Hyur, or elezen)

This could be because she is is Sharlayan and not La Noscean.

I wonder if Roegadyn skintones represent more of the enviorment they are born in rather than long term natural selection and being passed down from parents.

So for example a Roegadyn born at sea would have greenish skintones while if that same Roegadyn were to be born on land they would be more pale or dark.

Yeah, that is probably the case with Moenbryda, but I don't think that skin tone is 100% related to a Roe's birth place. For example; we have Merlwyb, the nameless roes who can be found in the miners guild and another roe whom frequently can be seen shopping in limsa lominsa lower decks, and the Roe merchants for housing plots (if you choose for them to be a female roe) are all sea wolfs with a more pale skin tone regardless of their location within the realm.
