AE is aeolian edge...If you are talking about FCoB, there is no reason to AE as a NIN at all. t12? Let the BLM and BRD AE the bennus low in 3rd phase, single target the rebirthed Bennu with the MNK to drop it at a time you get the next rebirth whilst its near dead (BLM+BRD should have finished off the next Bennu by then) So its constant. T13, you dont want to stack that many to make NIN AE worth doing, better served single target. t10 and 11 even less reason for NIN AE.
I try not to ask for TP as much as possible (we don't have a NIN so I'm asking the brd to cut DPS if I'm asking for it) but as a WAR in FCoB keeping as close to 100% uptime on fracture and out of defiance as often as possible I run out of TP most notably at these points:
T10 after last adds. I try not to use Overpower at all, but DPSing the second set of adds and Imgudug before the burst hurts. Thankfully our MNK usually needs TP around the same time, but sometimes I have to ask for it. If I don't get it I WILL run out of TP before the end of the fight, depending on how long I end up MTing.
T11 @ Nuerospore Jets. Almost always I will run out of TP in the last phase. Our MNK and DRG are really good at TP management, so its usually me asking, but I will sputter out around 10% HP, even though I stay in Defiance for all of the last phase.
T12 - I almost never run out of TP here. I try to MT as long as possible to allow PLD to SwO as OT for as long as possible. There are 2 spots for easy TP recovery here so its very unlikely I ever run out.
T13 - I actually get down to like 120-150 TP right before the first adds start spawning. I typically have to wait 2-5 seconds to get myself to 200 TP so I am sure I can have a tomahawk or whatever else I need to aggro those pesky adds. We've only been to adds a few times in T13, only been working on it a week or so.
So, in conclusion, yeah I end up needing TP a lot as a DPS focused WAR. If we had a NIN and the MNK/DRG/BRD were going to need peaons around the same time anyways, I'd appreciate a TP boost. But the ONLY time I would say that a tank gets it before a DPS if its the MT out of TP, or if the OT needs to pick up and hold adds in the near future.
I'm the ninja for my group and my tanks do really good dps:
T10 First Goad goes to MNK - He uses Rockbreaker on the adds so he will burn through his tp faster than any of us. PLD and WAR would run a bit before me but our BRD plays paeon a little early so we don't run into any TP problems. I usually save my second Goad for request or for a potential death. War usually takes the second one though.
T11 First Goad goes to Warrior, PLD gets stunned in this fight and gets plenty of shield proc opportunities, so no need to Goad them here at all. Second Goad goes to either MNK or PLD, Third is saved for Request.
T12 First Goad goes to PLD, next goes to MNK, Third is saved for request.
T13 First goes to PLD, Next is saved for WAR during Adds, Last is saved for deaths/ request

If MNK doesn't use Fracture, then there's not really anyone worth using Goad on unless you want to cycle everyone and not have a BRD.

Why would a MNK use Fracture? PLD and WAR will also run out of TP before a MNK/NIN/DRG/BRD need TP if they are utilizing their class properly and DPSing.
Because a NIN is there to give them Goad, is why they'd use Fracture. Circular logic is circular, but that's kind of just how it is.
PLD: In progression probably not unless you are clinically stupid about spamming Shield Lob 10 times. Stoneskin utility is TP regen as well.
WAR: Has never asked for it before our MNK. See above for non-stupid TP use (don't spam OP/'hawk)
Our BRDs will usually Paeon for themselves long before anyone else needs it, so nobody else needs Goad. Why not give it to MNK to let them milk more DPS? It's a TP loss under normal circumstances, but with a NIN it can be sustained.

MNK gets Paeon at the same time I do but in T10/T12 he will use rockbreaker when there are two targets to hit, so he typically gets my first goad then but I see no reason to use Fracture.Because a NIN is there to give them Goad, is why they'd use Fracture. I can't presume to know what your tanks do differently, having farmed FCoB for as long as you have. I am speaking from progression which is probably where OP is coming from.
"end encounters inbetween 300-400 DPS" is also a very open-ended statement. Both in 10-12? Both in 13?
