I'm not sure what the justification of the PSN link is. But it is what it is! Thankfully, I've got the PC version as well. And I play it with my DualShock 4 controller! (When my wife and I play together, one of us plays in the living room on my MacBook Pro; using Steam In-Home Streaming from my gaming PC. And the other on the PS4. We each have a PS4 and a PC version of the game, so we can play whenever on whichever machine.)
I also have the PC version and I CANNOT get it to work the same as the PS4 no matter what files I change and no matter what driver I use.
To move the left stick it has to be completely pushed till you can't push it no more; I can't even walk (same with the right stick and the camera), my triggers have to be pressed completely which I cannot do because my right trigger is worn out (so I can't even use the right trigger), and those problems alone prevent me from being able to play effectively...

Why can't Sony collaborate with SE to have SE servers license check in the event that PSN goes down?
