A powerful way to deal with this, would be to allow players block tells from people under level X if they are not on your friends list.

Level restriction would do nothing. You can get to level 10 extremely quickly if you know what you're doing. If you're hardcore you could even get to 50 in one day (I've seen it done).

Most annoying ones are the gil sellers who first befriend you and you can't block them unless you delete their friend request first.

That one's just on you. Stop accepting friend requests from people you don't know.
