they could use GP instead of Gil in the gold saucer tho and sell it via cash shop.

They use GP (or whatever the token name would be), but you buy it with gil.
Sure they said it this way and not just you thinking what they would have said?I'm willing to bed the only reason half the stuff wasn't in the cash shop was because of exactly the reason they stated... not wanting to fiddle with online casino BS. They didn't even try to get some good PR and say stuff like "We've decided against using the cash shop for Golden Saucer, for you, the players!", it was just "Yah, we couldn't because we didnt want to deal with the international laws and such regarding gambling".
But I'm getting ahead of myself, complex online casino laws saved Triple Triad for me \o/.
No but really, thanks SE
The prizes exist to bring the players to play the mini games. Nobody would visit golden saucer if there is nothing to win.
Putting the prizes into the cash shop would be counterproductive.

the part regarding the laws was what they actually said.
The logic being you don't have to put all of them in the cash shop. Could easily just have the "Premium" Cards in the cash shop. Maybe a Minfilia Card, or Odin Card from the cash shop for 5.99 each... but the other 78 cards would be available to obtain in the Saucer. You know, like Metallic Dyes and Minions. But hey, you're so right about one thing... it would be counter productive. But to think that its just our imagination or we were being paranoid? No, SE is a business, not a benevolent overlord, they'd of cash shopped as much as they thought they could get away with if not for those laws. The prizes exist to bring the players to play the mini games. Nobody would visit golden saucer if there is nothing to win.
