They need to add what they can in the way of content or there will be no one to see them if they slide on content to fix other things.

Also there are differant teams working on differant things eg. theres a battle team that focuses on the battle system, and events team that looks at events, a gear team that looks at how gear will work, a localisation team for translations and text.

Because of this they can work on fixing things, overhauling the basics and add content and events at the same time, like the class balancing mainly needs to wait until the battle system overhaul, but it can be done along side the geographical overhaul or the crafting overhaul, which gets the game up to an acceptable standard faster.
