Allowing one person to replay without the rest getting any penalty would mean chance of getting a piece of loot would go up from 25% to ~29% for any player, not taking into account if the player can need or greed or already have the drop.
There was no way they'd increase the chance of loot for any player.

And the purpose of letting you replay is to help others get practice at a turn with your help.

Tested after we finished for the night. SE took the lazy route.

-Advanced an alt to T13, having not cleared T10/11/12 this week.
-Used another person's alt to start T10; message said that 7 people in the party had cleared it. Meaning the alt who just advanced to T13 was considered to have cleared it for the week, incurring the loot penalty.

Although that's not exactly the 'lazy route', but how raid locks work in about any MMO. Once you set foot into the raid you will inherit all raid locks from the group leader, even if you haven't had any of these locks before. So as far as locks go, yes, any person directly promoted to T13 counts as having completed T10-12, as he's got raid locks for it.

As Nekodar said, the purpose is allowing people who have cleared it that week to help, and that way make practicing groups easier to make. Practicing or progressing groups are happy with a clear (if they manage to win eventually), loot is not that important.

Having a chest drop with 5-7 repeat players would give the new players more chests per person 1/3, 1/2 or 1/1 than a fresh clear with 8 people who only get 1/4.

Just saying, as soon as the lock outs disappeared and I jumped into doing Turn 9, we got Darnus down to 5% before a wipe cause of a bad timed disconnect. I learn fights pretty fast. So essentially it's still having to wait several months before lock outs before I can get loot. Neat...

You greatly underestimate the impact a few good players can have on a group. You were also doing this overgeared.

You are not supposed to have rewards equal to a group that put in the time and effort to be able to clear without outside help.

What this does now is it will really increase the ability for players to learn the content as there's now the option for experienced players to help the rest out. That first clear and gaining confidence to not choke at 5% is incredibly important, then they can go on the next week and maybe not need outside help again. Or straight up progression assistance - explaining everything as you go along, with someone right there able to identify small nuances to improve on.

Which chest is effected if we bring in a helper. Like is it effect the chest with carbonwine in T12 or weapon chest in T13?

the system remains total bullcrap either way. this was completly unneeded. instead what we need is a token system or smaller lootpools instead they got even bigger thanks to nin coming to the game. with the lockout in place and considering fcob lifespan beeing MUCH shorter than scob or first coil before because of the release of heavensward with lvl 60 cap will mean that unlike scob, fcob will become instantly obsolete once the xpac hits this time. this means the lockout is just plain bs. it took some people over 40 runs of t9 to finally drop thier weapons. now try that with a lockout still in place and no reward is given to some players. thats just total bullshit. anyone who is able to clear these turns SHOULD be rewarded. not just the "lucky" ones who are blessed by RNG. thats a very bad reward system in the first place.

I think it's there to allow ppl in with other groups in order to assist training.....

I believe what se did is a response to " I would love to help my friends learn coil, but I cannot do this due to weekly restriction". And in light of this, the change is perfect. It's not there to help ppl who missed their statics raid day.

Keep looking for ways to profit from it though guys.
