Tested after we finished for the night. SE took the lazy route.
-Advanced an alt to T13, having not cleared T10/11/12 this week.
-Used another person's alt to start T10; message said that 7 people in the party had cleared it. Meaning the alt who just advanced to T13 was considered to have cleared it for the week, incurring the loot penalty.

Although that's not exactly the 'lazy route', but how raid locks work in about any MMO. Once you set foot into the raid you will inherit all raid locks from the group leader, even if you haven't had any of these locks before. So as far as locks go, yes, any person directly promoted to T13 counts as having completed T10-12, as he's got raid locks for it.Tested after we finished for the night. SE took the lazy route.
