Go ahead and let people buy T13 clears. It doesn't bother me in the slightest at all. The fact that guy can hardly keep a rotation going just means his Augmented Ironworks gear is going to make it glaringly obvious.

I don't have time to teach you economics... Basically if they sell Gil they increase the amount of gill in the economy, if they sell an item you can trade for Gil the amount of Gil stays the same, it just moves around.

I'm still trying to wrap my head around how people consider buying gear off the marketboard will suddenly make half the playerbase beat turn 13. Because I'm pretty sure gil can't make a player less stupid (but if you're spending $40+ to make quick gil boy do you ever look dumb!)
If the big stink is buying clear runs, pretty much everybody that does that inevitably gets booted from future farm runs they join for being garbage.
